VIGIL: Small Update for v0.1.1

I'm in the middle of working through the layout, and I've found some things that needed attention in the current edition. First, I fixed and updated one of the improvements for the gloomstrider company type (scouts are now Zip Scouts). Second, the resource cost for all sanctuary improvements was adjusted and reduced across the board; things should be a little easier to build now!

In addition to those and a few other fixes detailed below, I put together a pamphlet template for designing Fragment adventures, and added the first one here: Silver Metal Summit. Use this to get a jump start on your first adventure, or as inspiration for how you can design your fragments for your own games. The format should make it easy to plug in other adventures in the future, so stay tuned for more in the coming months.

The google sheet Character Keeper has also been updated for 0.1.1. I have corrected a few fields, updated for the edits below,  and included four pregen characters. (These pregens will make their way to the pdf sheets eventually, but those are getting a rework as well.)

Layout work is coming along, but the scope has grown a bit — the temptation to rewrite sections is strong (and winning in some areas).
